RE: Above-ground and under-ground flammable/combustible storage tanks installed within the City of Omaha’s jurisdiction
TO ALL TANK INSTALLERS:
Recently, the City of Omaha Fire and Mechanical inspectors have discovered numerous flammable and combustible liquid fuel storage tanks are being installed prior to obtaining the required permits, inspections and/or oil districts. This typically results in project delays and additional expenses for you and your customers. In an effort to clarify City requirements, this letter outlines the various codes that apply to these tank installations.
The Omaha Fire Department enforces the State codes relating to tank installations. The Permits & Inspections Division of the Omaha Planning Department enforces City codes and national codes adopted therein. The various codes adopted and enforced by Omaha Fire and Permits & Inspections are:

It’s important to remember that most installations require both State and City permits. A few installations require only a city permit. State permits are issued by the Fire Prevention Bureau, Omaha Fire Department. City permits are issued by the Permits and Inspections Division, Omaha Planning Department.
A “Flammable/Combustible Liquids Storage District” must be established on
any property having an above-ground tank (external to a building)
containing a Class I flammable liquid with a capacity of sixty gallons
or larger or an above-ground tank containing a Class II combustible
liquid with a capacity of six hundred gallons or larger. District permit applications are first submitted to the Fire Prevention Bureau for approval. The application is then forwarded to the Permits & Inspections Division
for approval and preparation of the ordinance for City Council
adoption. Although there are no fees for establishing a Flammable/Combustible Liquids Storage District, the approval process
takes approximately ten weeks. You must plan ahead and start this process early in order to avoid delays.
Both the Fire Prevention Bureau and the Permits & Inspections Division
must inspect and approve all tanks prior to placing the tank in service. Additionally, owners of storage tanks must obtain and maintain a flammable liquids
storage permit from the Fire Prevention Bureau. The Fire Prevention Bureau and the Permits & Inspection Division must both be
notified of any change to the status of any tank.
Included in this letter is a chart that illustrates the various permit requirements of the City departments. We hope it will be a helpful reference for you.
